Bio: Cpl. Licato comes from a family of police officers. His father, Donald Licato, retired from the Baltimore City Police Department, where he was a homicide detective, then went to work for Aberdeen Police Department, from where he retired last month. Mr. Licato's brother, Don Licato, has been a sheriff's deputy for three years.

Summary: At approximately 2:30 a.m. on Sept. 6, Harford County Emergency Operations Center received a call from a citizen who advised that there was a crashed vehicle along the side of the road. Moments after the call was dispatched, a Harford County Sheriff's Office deputy arrived at the scene and was able to determine that the 2010 Chevy Impala was a Harford County Sheriff's Office unmarked vehicle assigned to Corporal Charles Licato.

Through investigation and reconstruction by deputies assigned to the Harford County Sheriff's Office Traffic Unit, it was determined that the 2010 Chevy Impala was traveling northbound on Route 1, when it crossed the center line into the southbound lanes of travel. Continuing in a northbound direction, the vehicle traveled off the south bound side of the road, striking a steel pole on the front driver's side. The vehicle came to rest after striking two large trees.

On September 12th, 2012, Sergeant Ian Loughran suffered a fatal heart while attending Corporal Licato's funeral.
