Fatal Incident Summary
Offender: Burgon Sealy Jr. :: Black / Male - 26 years old
of Middletown, Delaware. He was shot after a nearly day-long standoff with police at his home.

Location:   Bear, DE   USA   Wed. Apr. 26, 2017
Summary: Corporal Stephen Ballard was shot and killed around noon while investigating a suspicious red Dodge Charger at a gas station(Wawa at 1605 Pulaski Highway), near Salem Church Road, in Bear, Delaware.

He made contact with two people he observed in the vehicle. During the investigation, Cpl. Ballard asked the subject(front passenger in veh) to step out of the veh. Subject stepped out of veh and a struggle ensued. The subj(Sealy Jr.) then removed a handgun from his waistband and opened fire at Cpl. Ballard. Cpl. Ballard fled seeking cover behind another parked veh. and Sealy Jr. fired, striking Ballard in upper body. Sealy Jr. pursued Cpl. Ballard firing multiple rounds hitting him again in upper body. Sealy Jr. fired shots even after Cpl. Ballard was on the ground.

Cpl. Ballard never even had a chance to draw his weapon.

Sealy Jr. fled area in his gray Honda Accord. Police were able to track Sealy down to his home in the Brick Mill Farms development in Middletown. After a day long standoff involving SWAT team, explosions ripping off home access doors and Sealy firing more rounds at Police, SWAT entered home at 9am the following day and subj. Sealy Jr. was shot and killed by Police.

Responding officers apprehended the second susp. in veh. arrested him and later released him.
